Troy is a principal consultant, master instructor, and train-the-trainer at ICS Consultants, with over 35 years of experience as a professional responder, educator, and emergency manager. His extensive experience includes federal Interagency Incident Management Teams and in Emergency Operation Centers. He has operated, designed, and overseen the development of new and refurbished EOCs, and now leverages this expertise as a client-focused functional design consultant for a major national construction contractor.
With 35 years in public safety, primarily fire/EMS service, Troy retired as the Emergency Manager for Scottsdale, Arizona. He continues in leadership roles as the Region-9 Director for IMTA/AHIMTA, Vice President for IAEM Region-9, and a member of the IAFC Emergency Management Committee. Post-9/11, he co-founded the Arizona Terrorism/Threat Liaison Officer (TLO) program and served full-time in homeland security roles.
Maintaining his National Paramedic certification since 1993, Troy also holds CEM, CPM, and NEMAA credentials, a graduate degree in leadership and disaster preparedness, and a postgraduate certificate from the Naval Postgraduate School. He is a nationally qualified Type-1/CIM Planning Section Chief and Type-3 All-Hazards Incident Commander. Rostered on federal IMTs since 2007, and having planned and managed numerous international high-profile events and incidents totaling more than one thousand days in deployment status.
Today, Troy focuses on NIMS-ICS training and corporate emergency management consulting while also serving on Southwest Area Incident Management Teams and the USHHS, ASPR-National Disaster Medical System Gold-IMT.
